H.E. Abdul Rahman Bin Hamad Al-Attiyah is currently Minister of State for the State of Qatar, has been the Secretary-General of the Cooperation Council for the Arab States of the Gulf (GCC) since 2002 and has been re-elected for another term until April 2011. He holds a Bachelor’s degree in Political Science and Geography from Miami University, Florida, USA (1972). He joined the Ministry of Foreign Affairs of the State of Qatar in 1972 and has held several positions in the past, including: Undersecretary of the Foreign Affairs Ministry (1998–2002); Ambassador Extraordinary (non-resident) of Qatar to Greece; Ambassador Extraordinary to Italy; Qatar Alternate Governor to the International Fund for Agricultural Development (IFAD), (1985–1992); Ambassador and Permanent Representative of the State of Qatar to the European headquarters of the United Nations and other international organizations in Geneva, Switzerland; Permanent Representative of the State of Qatar to UNESCO, and the General Coordinator for the 9th Islamic Summit Conference held in Doha, November 2000.
He is the Deputy Chairman of the Permanent Qatari-Palestinian Committee to Support Jerusalem, a member of the Arab Thought Forum (Amman), an Associate Member of the Strategic Studies Center in Khartoum, and member of the Board of Directors of the Arab World Institute, Paris.
H.E. Al-Attiyah has participated in several regional and international meetings and conferences, as well as Arab summits, the latest of which were, for example: the 21st Summit of the League of Arab States, (Doha, March 2009); the First Arab–South American Summit (Brazil, May 2005); the Second Arab–South American Summit (Doha, March 2009); the Second Arab-African Summit (Sert, Libya, October 2010); the UN General Assembly Meeting: Interfaith Dialog (New York, November 2008); the World Economic Forum “Davos Forum” (Amman, June 2003); and the US–Arab Economic Forum (Detroit, 2003).
He also headed the delegation of the General Secretariat of the GCC that attended the sessions of the UN General Assembly which convened during the period 2002–2005, the Arab Economic Summit in Sharm El-Sheikh (January 2011, the GCC–Turkish Dialog, the 1st Strategic Dialog between the GCC countries and the Russian Federation (Abu Dhabi, 2011), and the 1st Strategic Dialog with Pakistan (Abu Dhabi, 2011). He signed the Memorandum of Understanding between the Secretariat General and the Paris Arab world Institute (Paris, June 2010).
During his tenure, H.E. Abdulrahman Al-Attiyah met a large number of world leaders and heads of Arab, Islamic and international organizations. He has received a number of orders, including Commander of the Legion of Honor (Ordre Royale de la Légion D'honneur) – the premier order of the French republic (1985) – the Order of Merit (as Grand Officer) of the Italian Republic (1992), the French Order of Chivalry (First Class, 1993), the Commander of the “National Cedar” Order of the Republic of Lebanon (2004), the Order of Independence (First Class) of the United Arab Emirates (2005), the Order of Yemenite Unity from President Ali Abdullah Saleh (April, 2006), the Order of the Two Niles from President Omar Hassan Ahmed Al-Bashir (April, 2007), and the Diamond Order for sports leaders who serve sports activity in the GCC countries (March 2010). He has received various medals from the governments and organizations of Indonesia, the Philippines, Argentina and the International Fund for Agricultural Development. He has participated in 192 Arab, regional and international forums, conferences and symposia.
