Thorough Analysis of Strategic Issues

Under the high patronage of His Highness Sheikh Mohammed bin Zayed Al Nahyan, Crown Prince of Abu Dhabi, Deputy Supreme Commander of the UAE Armed Forces- may God protect him- and in the presence of His Highness Sheikh Hamed bin Zayed, the Chairman of the Crown Prince Court of Abu Dhab, The Fourth-generation Warfare Conference, held by the ECSSR, was launched yesterday Monday with the attendance of an array of eminent officials, decision-makers, academics, researchers, diplomats, military officials and journalists.

The Conference, which runs until Tuesday, reflects the influence of the activities organized by the center in tackling strategic issues. In this respect, The Fourth-generation Warfare Conference comes at critical moment to shed light at one of the salient issues in the modern strategic environment, in light of the rapidly evolving conflicts and wars and the transformations in the nature of conflicting parties. For this reason, the Center organizes this event in line with its active role in assisting decision-makers and contributing to the development process of the United Arab Emirates.

The choice of the theme of the conference is full of significance in as far as it reflects the awareness of the Center regarding the recent international developments marked by the expansion of the theatres of war and conflicts, in addition to the complications resulting from the use of different methods by the actors involved. The participants in day one of the conference pointed out that The characteristics of fourth generation warfare stress the need for research centers to put forth proposals and recommendations to help decision-makers and governments deal with the challenges and risks of this type of wars.

The regional context was discussed during the first sessions of the conference. The participants noted that fourth generation warfare was used as a strategy to destroy the state from within through undermining institutions leading to failed states unable to protect their borders. The participants unanimously noted that confronting fourth generation warfare requires awareness of dangers of disentanglement facing the region as well as the tactics, techniques and procedures used in this type of conflicts.

To counter such a threat, the participants recommended the elaboration of a well-crafted strategy that is based on the optimal use of the levers of power with a view of boosting responsiveness and promoting scientific analysis of domestic, regional and international developments.

This is the goal that the ECSSR aimed at achieving in day one of the conference and which will be completed on day two in order to come up with recommendations designed to decision-makers in the region and the world to help avert the repercussions of fourth generation warfare on the stability of the states and societies.
